Mooring buoys are used to provide flotation to the end of the rope or chain that attaches to a boat with a permanent anchor affixed at the other end.  A mooring buoy serves as an extension of the anchor line while making it easily accessible on the water.  

This model is a medium-duty mooring buoy.
